Private healthcare regulations to be loosened to spur investment, doubts remain

The Ministry of Health (MOH), National Development and Reform Commission (NDRC), Ministry of Commerce (MOFCOM), and other agencies plan to draft a document to encourage private investment in service industries, including healthcare delivery in the form of private hospitals.

 
The Ministry of Health (MOH), National Development and Reform Commission (NDRC), Ministry of Commerce (MOFCOM), and other agencies plan to draft a document to encourage private investment in service industries, including healthcare delivery in the form of private hospitals. According to the draft, private hospitals may be granted preferential tax policies, fewer limits on bringing in outside talent (from other regions), looser regulations on the purchase of medical equipment, and the right to participate in community healthcare services. A conspicuous benefit planned for private hospitals will be the elimination of the (typical) 5% tax on private hospital sales. Despite these incentives, some private investors have expressed doubts, mainly due to concerns regarding implementation of the policy on a local level. Since hospital investments are typically long-term, private investors may also fear that the government may revert back to the previous policy regime at some point in the future. The government itself has also expressed some reservations- questioning whether the quality of care will go down once regulations are loosened.
